The Government of Republic of Vanuatu via the Ministry of Justice and Community Services (MJCS) is seeking to recruit a Ni-Vanuatu professional to fill the position of:

Job Title: National Coordinator (Customary Land Management Office)

Grade per Annum: PS 8.1 (Vt. 2,693,000)

Location: Port Vila (some travel required)

Purpose: Position oversees full implementation of the Customary Land Management Act of 2013 (CLMA) and amended Land Reform Act of 2013 (LRA). Position will also facilitate the technical and administrative transition of the former Customary Land Tribunal Act to reflect and take on functions of the Customary Land Management Office (CLMO) as defined in the CLMA and LTA. Furthermore, the position is responsible for high level direction setting in the CLMO, including policy development, strategic planning, management of all human resources and finance. It will also provide reporting and advice to the Oversight Implementation Committee on customary land management issues in Vanuatu.

Qualification

A Bachelor degree or equivalent qualification - preferably in Land Management, Law, Community Development Studies, Finance & Administration.

 Experience and Skills

  • 5 to 7 years’ experience in a Senior Management position in the Land or Justice Sectors or related sector;
  • Have a good knowledge in land laws, chiefs Act and the operation of land tribunals;
  • Knowledgeable in government processes and requirements;
  • Knowledgeable in policy design and program implementation;
  • Analytical, creative and practical thinker;
  • Excellent interpersonal skills with ability to communicate well with range of stakeholders. Relates well with people and maintains established networks;
  • Good personal character with ability to relate with people maintains integrity and respect.

 

Special Skills

  • Driving licence is a must;
  • Computer literate;
  • Creative Skills;
  • Physical Fitness;
  • Custom Ceremony skills.

Languages

Very good command of written and spoken English and Bislama languages. French is desirable.
